This bill enacts provisions extending the laws of Missouri relating to abortion to certain conduct occurring outside the state. Specifically, it states that Missouri's laws on abortion, the use of public funds for abortion, and the regulation of abortion facilities and providers shall apply to: (1) conduct within Missouri, (2) conduct partially within and partially outside Missouri, and (3) conduct outside Missouri that has a substantial connection to the state or involves a Missouri resident, including an unborn child. The bill also authorizes Missouri's attorney general, law enforcement, courts, and administrative agencies to take steps to enforce these laws, even when the conduct occurs outside the state.
