This bill amends the Human Resources Code to allow recipients of Medicaid in Texas to select certain mental health providers, including licensed marriage and family therapists, licensed professional counselors, and licensed clinical social workers, to provide covered health care services. The bill also requires the Texas Health and Human Services Commission to ensure that these providers are reimbursed at rates equal to or 70% of the rates for licensed psychiatrists or psychologists providing similar services. The bill is effective September 1, 2021 and allows for a delay in implementation if a federal waiver or authorization is required.
