This bill creates the Lake Houston Dredging and Maintenance District, a conservation and reclamation district with the authority to issue revenue bonds and perform dredging and maintenance operations on Lake Houston and its tributaries. The district is governed by a board of directors appointed by Harris County Commissioners Court, the City of Houston City Council, and the county judge and mayor jointly. The district is prohibited from imposing an ad valorem tax or charging fees, except for payments under interlocal agreements for dredging and maintenance operations. The bill also allows the district to take sand, gravel, marl, shell, and mudshell from the lake and its tributaries without a permit or fee.
