This bill, titled the "Reclamation of War Powers Act," aims to fulfill the intent of the U.S. Constitution and ensure that the collective judgment of both Congress and the President applies to the introduction of U.S. Armed Forces into hostilities or situations where imminent involvement in hostilities is indicated. The bill prohibits the use of funds for such introduction, except in the case of a declaration of war, specific statutory authorization, or a national emergency created by an attack or imminent threat of attack on the U.S. or its forces. Additionally, the bill clarifies that it does not alter the constitutional authority of Congress or the President or apply to certain approved and reported activities under the National Security Act of 1947.
