This bill aims to provide adequate opportunities for state employees to obtain continuing education credits for professional licenses and registrations. It requires state agencies to offer training and education opportunities related to their employees' duties, even if the credential is not directly required for the position. The bill instructs the Division of Personnel to propose rules that allow for attendance at approved seminars or other training without the use of annual leave, prioritize online and in-state training, and recognize the benefit of broadening an employee's expertise. The rules would also require repayment by the employee if they do not stay with the agency for at least 12 months after the last non-required training or educational opportunity provided.
