This bill, the Methane Emissions Reduction Act, aims to reduce methane emissions from flaring and venting natural gas during oil and natural gas production activities. It requires the Secretary of Energy to carry out a comprehensive program to provide technical assistance to state and local officials, accelerate the development of technologies and practices to reduce flaring and venting, maintain a database of relevant regulations in oil and gas producing states, and inform stakeholders of options to economically capture and utilize natural gas. The bill also requires the Secretary to submit a report to Congress on federal, state, and local policies and regulations related to natural gas flaring and venting, initiatives to accelerate technology solutions, barriers to technology development, and recommendations to reduce those barriers. Additionally, the Secretary must solicit input from states, local governments, and industry representatives in preparing the report.
