AN ACT to amend the social services law, in relation to home stability support programs

This bill amends the Social Services Law to create the Home Stability Support (HSS) program. The HSS program requires local social services districts to provide a shelter supplement to eligible individuals and families who are homeless or facing imminent loss of housing, but are not currently receiving another shelter supplement. The supplement covers up to 85% of fair market rent, with an additional supplement up to 100% available. The bill also provides funding for support services to help recipients avoid homelessness and achieve long-term housing stability. The state will fully reimburse local districts for the costs of the shelter supplements and support services. The program is set to begin on April 1, 2022 and provide up to 14,000 new shelter supplements statewide each year.
