This bill amends existing law to provide a "Business Bill of Rights" during a disaster emergency or public health order. The key provisions are: 1. Prohibits the state or local government from revoking or threatening to revoke a business license, liquor license, or occupational/professional licensure of a business owner or employee because the business remains open during a disaster emergency or public health order. 2. Prohibits the state or local government from fining, sanctioning, or seizing funds/assets of a business because the business remains open. 3. Prohibits the state or local government from requiring a business to close, reduce hours, alter operations, or restrict the business in any other way, including access by employees, customers, suppliers, etc. 4. Provides that a violation of these prohibitions will result in the termination of the disaster emergency or public health order in place when the government entity engages in the prohibited action against the business.
