This Concurrent Resolution authorizes the Board of Land and Natural Resources to grant a twenty-five-year, non-exclusive easement to the Napili Bay and Beach Foundation, Inc., a non-profit organization, for a portion of state-owned submerged lands at Napili, Kaanapali, Maui. This easement will allow for the use, repair, and maintenance of new public beach access stairs that are being constructed to replace older stairs damaged by storms and coastal erosion. The resolution acknowledges that the new stairs are being built at a slightly different location to better withstand the impacts of climate change and coastal erosion, and that the project is funded through grants and will be maintained by the foundation at its own expense, thus no fee is being charged for the easement.
