This bill, known as the "Concerns Over Nations Funding University Campus Institutes in the United States Act" or the "CONFUCIUS Act," aims to establish limitations on Confucius Institutes, which are cultural institutes directly or indirectly funded by the Government of the People's Republic of China. The bill states that institutions of higher education or other postsecondary educational institutions will not be eligible to receive federal funds from the Department of Education (with some exceptions) unless their contracts or agreements with Confucius Institutes include provisions that protect academic freedom, prohibit the application of any foreign law on campus, and grant the institution full managerial authority over the Confucius Institute, including control over curriculum, activities, research grants, and staffing.
