This bill, called the Texas Sovereignty Act, affirms the state's sovereignty and limits the federal government's ability to take actions that are deemed unconstitutional by the state. It establishes a Joint Legislative Committee on Constitutional Enforcement to review federal actions and determine if they are unconstitutional. If the committee and the state legislature determine a federal action to be unconstitutional, the state can then refuse to recognize or implement that action. The bill also grants the state Attorney General the authority to defend the state against the implementation of federal actions deemed unconstitutional.
