This bill proposes to limit the issuance of out-of-state consumer shipping licenses for wineries and breweries located in states that allow Vermont brewers and vintners to acquire similar licenses. The bill amends the existing law to require that out-of-state manufacturers or rectifiers of malt or vinous beverages (i.e., beer and wine) must be located in a state that allows Vermont manufacturers to ship their products directly to consumers. The bill also specifies that the out-of-state manufacturer or rectifier must hold valid state and federal permits and licenses, and must file an application with the Vermont Division of Liquor Control to obtain an out-of-state consumer shipping license. The bill is set to take effect on July 1, 2021.
