This bill amends the Government Code and Health and Safety Code to transition case management services for the Children and Pregnant Women Program and the Healthy Texas Women Program to a Medicaid managed care model. The bill requires the Health and Human Services Commission to ensure a seamless transition and continuity of care for program recipients. It also directs the Commission to provide information to Healthy Texas Women Program enrollees about eligibility for subsidized health insurance coverage, and to assess the feasibility of automatically enrolling pregnant women in the program into managed care. The bill allows for implementation delays if federal waivers or authorizations are needed, and requires the Commission to implement the bill's provisions only if the Legislature appropriates funding for that purpose.
