This bill adds to existing law to establish provisions regarding the approval of the expenditure of property tax moneys on public art projects. Specifically, the bill requires a taxing district to hold a public hearing and obtain either a two-thirds majority vote of the elected governing body (if the project cost is less than $25,000) or a 60% majority vote of the qualified electors (if the project cost is $25,000 or more) in order to appropriate, budget, or commit property tax revenues for public art projects. The bill defines "public art" as any work of visual art that is paid for by public tax dollars and displayed for public enjoyment. The provisions of the bill do not apply to public art proposals for which funding has already been approved prior to July 1, 2021.
