This bill prohibits the transfer or release of individuals detained at the United States Naval Station in Guantanamo Bay, Cuba, to the United States or its territories. Specifically, it prohibits the use of any government funds to transfer or release non-U.S. citizens or non-U.S. Armed Forces members who have been or are currently held at the Guantanamo Bay detention facility since January 20, 2009. The goal of this legislation is to prevent the transfer or release of Guantanamo Bay detainees to the United States.
