This bill adds to and amends existing law to provide for additional county aid to public health districts and to revise provisions regarding health districts. The key provisions are: 1. Persons eligible for Medicaid or health insurance are not eligible for county financial assistance under this chapter. 2. Health districts are not state or county agencies, but are governmental entities created by the state. They have the option to continue agreements with state agencies that were in place prior to January 1, 2022. 3. Health district boards have exclusive authority to appoint and manage district personnel, with no interference from state officials. 4. District board orders take immediate effect, but can be approved or rejected by county commissioners within 7 days. 5. Counties must provide additional annual aid to public health districts, at least equal to the state funding provided in fiscal year 2021.
