This bill amends the Outer Continental Shelf Lands Act to apply to territories of the United States, establish offshore wind lease sale requirements, and provide dedicated funding for coral reef conservation. Specifically, it expands the definition of "outer Continental Shelf" to include areas within the exclusive economic zone of the United States adjacent to U.S. territories. It requires the Secretary of the Interior to conduct feasibility studies and, where feasible, hold at least one conditional wind lease sale in the outer Continental Shelf adjacent to each U.S. territory. The bill also establishes the Coral Reef Conservation Fund, which will receive 12.5% of the revenue from these offshore wind leases, to be used for coral reef conservation efforts.
