This bill, the COVID-19 Medical Production Act, provides an additional $10 billion in funding to support the use of the Defense Production Act of 1950 in relation to medical supplies and equipment needed to combat the COVID-19 pandemic. Specifically, the funding can be used to purchase, produce, and distribute in vitro diagnostic products for COVID-19 detection, personal protective equipment like masks and gloves, and drugs, devices, and biological products approved for treating or preventing COVID-19. After September 30, 2022, the funding can also be used to address critical public health needs related to any pathogen that the President determines has the potential to create a public health emergency. The President can delegate the use of these funds to the Secretary of Health and Human Services, as well as other agency heads, as deemed necessary for an effective response to the pandemic or future public health emergencies.
