This bill amends the Environmental Conservation Law to require the Department of Environmental Conservation to promulgate air quality standards for certain toxic air contaminants, including benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichloroethylene, and mercury. The standards must be based on the best available scientific data on the potential adverse health effects of these contaminants. The bill also requires the Department to incorporate these toxic air contaminants into major source air permits and establish regulations for when fenceline monitoring of these contaminants will be required, with a focus on major sources located near or within disadvantaged communities.
