This Resolution requests the Department of Accounting and General Services (DAGS), working with the Department of Agriculture (DOA), to implement pigeon birth control strategies around the State Capitol and nearby areas to address a growing pigeon population that has caused significant issues, including extensive pigeon droppings. Recognizing that current methods like trapping and poisoning are less effective and can harm the environment and other animals, the Resolution advocates for a safer, long-term solution using contraceptives, specifically mentioning OvoControl P, a product containing nicarbazin that is approved by the U.S. Environmental Protection Agency (EPA) and has been successfully used elsewhere. The DOA is further asked to secure the necessary EPA registration for OvoControl P to be used for this purpose, with the ultimate goal of improving the quality of life and safety for those who visit the State Capitol.
