This Resolution urges the Governor of Hawaii to strategically use federal funds, such as those from the Infrastructure Investment and Jobs Act, to improve the state's ability to withstand and recover from climate change impacts (climate resilience) and to ensure these benefits are shared fairly among all residents, especially vulnerable populations (equity). To achieve this, the Governor is also asked to create a dedicated task force composed of various state agencies. This task force will coordinate how federal money is spent on climate resilience and equity projects, develop guidelines for state projects to ensure they meet these goals, and actively inform and assist eligible recipients in applying for this funding. Furthermore, the Governor and the task force are encouraged to promote applications for federal funds that align with the state's climate resilience and equity objectives, and to publicly share data on the progress and outcomes of these initiatives.
