The resolution acknowledges that noise pollution is a significant and growing issue in Hawaii, negatively impacting residents' quality of life and well-being, and that existing regulations are not adequately addressing the problem, particularly with loud modified engines and dispersed equipment. Furthermore, it asks the Department of Health to explore the possibility of offering financial incentives, like commercial rebates, to encourage the adoption of quieter, zero-emission alternatives for mopeds and small off-road equipment. Finally, the Department of Health is required to submit a report detailing its findings and recommendations, including any potential new laws, to the Legislature by December 31, 2022, and copies of this Resolution will be sent to the Director of Health and the Director of the Department of Planning and Permitting of the City and County of Honolulu.
