This Concurrent Resolution urges the government of Hawaii to create a Safe Routes to School Advisory Group, which will be a team of representatives from various state and county agencies, law enforcement, educational institutions, and community organizations, including those focused on health and bicycling. The main goal of this group is to develop a comprehensive statewide strategic plan to ensure all children in Hawaii can safely and comfortably walk, bike, roll (meaning use mobility devices like wheelchairs or scooters), or take public transit to school. The plan will aim to improve funding for these programs, make it easier to access that funding, ensure the strategies are inclusive and equitable, and prioritize schools that serve students from low-income families, as indicated by receiving federal Title I funding. The Advisory Group will also be responsible for submitting reports on their progress and recommendations to the Legislature, with a preliminary report due by December 1, 2022, and a final report by December 1, 2023, before the group is set to dissolve on June 30, 2024.
