This bill amends the Texas Education Code to allow public school districts and open-enrollment charter schools that are not operated by or affiliated with a religious organization to adopt a policy requiring a period of prayer and readings from the Bible each day. The policy must include provisions to ensure that participation in the prayer and Bible reading is voluntary and that students, teachers, and employees who do not consent are protected from any "injury in fact." The bill also provides the Texas Attorney General with the responsibility to advise school districts and charter schools on compliance and to defend them in any legal challenges to the policy. Additionally, the bill imposes costs and attorney's fees on any person or entity that brings a lawsuit challenging the policy, and grants governmental and official immunity to school districts, charter schools, and their officials regarding the policy.
