This bill amends the New York Election Law to add a new Article 18, which requires entities formed for the purpose of accepting donations and making expenditures for a candidate's transition or inauguration into office to file statements with the Board of Elections detailing their receipts, contributions, transfers, and expenditures. The statements must include information such as the dollar amount and source of any receipt, contribution, or transfer, as well as the date and purpose of any expenditure. The final disclosure report must also detail the disposition of any remaining funds after all liabilities are paid, and the entity must then be terminated. Penalties are established for failure to timely file the required statements or for knowingly and willfully violating the provisions of this new article.
