This Resolution requests the Legislative Reference Bureau, a state agency that provides research and drafting services to the legislature, to perform a financial examination of the managed care organizations that manage the Employer-Union Health Benefits Trust Fund. This examination will involve auditing how much money is spent on actual healthcare services versus how much is spent on administrative expenses. The resolution also asks the Bureau to analyze the impact of payment reforms and capitation (a fixed payment per patient) on primary care physicians' administrative costs and their contribution to Hawaii's doctor shortage, as well as to investigate "medical management" costs and other relevant issues. The Bureau is required to submit a report of its findings and any legislative recommendations to the Legislature before the 2023 session begins.
