This Resolution urges the Board of Land and Natural Resources to rename the Russian Fort Elisabeth State Historical Park in Waimea, Kauai, to "Paulaula," which is the traditional Hawaiian place name for the area and was the location of the royal compound of King Kaumualii, the ruler of Kauai. The resolution highlights that while a Russian physician, Georg Anton Schffer, initiated the construction of a fort there in 1816, the Russian government ultimately disavowed the venture, and no Russians ever garrisoned the fort, which was largely built by Hawaiian labor and on land considered sacred by Native Hawaiians. The resolution also calls for updated interpretive materials to reflect Kauai's history and culture, collaboration with the National Park Service to update the site's National Historic Landmark designation to include its Hawaiian place name and recent research, and for certified copies of the resolution to be sent to various government officials and agencies.
