This Concurrent Resolution requests the Auditor, an independent government official responsible for reviewing government programs, to conduct a performance audit of the Driver Education Program. This program is jointly managed by the Department of Transportation, which sets the overall framework, and the Department of Education, which offers the courses in public schools. The audit aims to examine how the program is administered, including its policies and procedures, and to investigate the current backlog of driver education opportunities. The Auditor will assess whether these activities are being carried out effectively, efficiently, economically, ethically, and equitably, especially considering past issues with class availability, particularly for residents of Hawaii's neighbor islands, and the impact of the COVID-19 pandemic. The findings and any recommendations, including potential legislative changes, will be reported to the Legislature before the start of the 2023 Regular Session.
