This Resolution requests the Hawaii State Department of Transportation (DOT) to establish a working group and several committees to develop and propose both state and county financial assistance (subsidies) and federal funding for the transportation of goods by water. This action is based on the findings and recommendations of a previous "Water Carriers Working Group," which highlighted Hawaii's significant reliance on waterborne cargo for over ninety-eight percent of its imported goods, unlike mainland communities with alternative transport options like trucks and trains. The report also noted the high cost of shipping to and within Hawaii and the lack of existing subsidies for general cargo transport, unlike those available for agriculture or air transport to remote areas. The new working group will include legislative leaders, county mayors, representatives from various state departments, and transportation committees, and will consult with federal agencies, Hawaii's congressional delegation, and local county governments to create these subsidy programs. The working group is also tasked with providing interim and final reports with recommendations and proposed legislation to the State Legislature and Governor.
