This Resolution urges the School Facilities Authority (SFA), which was established by Act 72 of 2020 and later renamed, to create and make public the necessary administrative rules to fully put Act 72 into effect by July 1, 2023. These rules are important because currently, there's a lack of clear guidelines for how the SFA handles purchasing property and signing contracts for major construction projects, which are referred to as capital improvement projects. Additionally, the Resolution asks the Governor to provide a report to the Legislature detailing the SFA's procedures for these property purchases and contract executions before the start of the 2023 legislative session.
