This Resolution formally requests the Early Learning Board, a group composed of seventeen public and private sector members responsible for statewide early learning policy in Hawaii, to create a comprehensive report. This report, due twenty days before the 2023 legislative session, must include a detailed plan, or "road map," for putting into action Act 46 of the 2020 Session Laws. Act 46's main goal is to ensure that by 2032, all children in Hawaii aged three or four who are not yet enrolled in kindergarten will have access to early learning opportunities, as currently only half of these children have such access. To help develop this plan, the Early Learning Board is also asked to form a working group with representatives from relevant state agencies and community organizations, and to provide public updates on their progress.
