This Resolution requests the Public Utilities Commission, working with the Department of Commerce and Consumer Affairs' Division of Consumer Advocacy, to establish a working group tasked with developing a Hawaii Low Income Home Energy Assistance Program. This program aims to help low-income households in Hawaii manage their home energy costs, which are particularly high in the state, and to address the financial strain faced by many families, including those identified as ALICE (Asset Limited, Income Constrained, Employed). The working group will include representatives from various state departments, electric utilities, legislative committees, and Hawaii Energy, and is expected to report its findings and recommendations, including any proposed legislation, to the Legislature and Governor by early 2023.
