This Concurrent Resolution requests the Auditor, a government official responsible for examining public accounts and operations, to study the potential positive and negative social and financial consequences of requiring health insurance plans to cover yearly mental health wellness examinations. This is in response to proposed legislation, specifically S.B. No. 728 from 2021 and S.B. No. 2467 from 2022, which aim to mandate such coverage from health insurers, mutual benefit societies, and health maintenance organizations. The Auditor is also asked to define what constitutes a "mental health wellness examination" in a way that is comparable to annual physical check-ups, to survey other states that have similar mandates and report on their outcomes, and to submit their findings and any legislative suggestions to the Legislature by a specific date.
