This Concurrent Resolution requests the Department of Human Services to create specific training guidelines for state agencies that help survivors of intimate partner violence, which is defined as a serious problem involving physical violence, sexual violence, stalking, and psychological aggression by a current or former partner. The resolution highlights that LGBTQ+ individuals, meaning Lesbian, Gay, Bisexual, Transgender, Queer, and other gender or sexual minorities, experience intimate partner violence at higher rates but are less likely to report it due to barriers like lack of understanding of their unique experiences and fears of being further harmed by shelters or service providers due to ignorance or bias. To address this, the Department of Human Services is asked to get input from advocates and professionals when developing these guidelines, and state agencies are urged to adopt and implement them to better support LGBTQ+ survivors.
