This Resolution urges the Department of Human Services (DHS) to immediately stop taking Social Security payments that children in foster care are entitled to, a practice that Hawaii, like most other states, has been using to cover the costs of their care. Instead, the resolution requests that these Social Security payments be placed into savings accounts for the children, which they can access upon leaving foster care through reunification with family, adoption, or by reaching the age of majority (aging out). The resolution also calls for certified copies to be sent to the Governor and the Director of Human Services.
