This Resolution requests the Department of Commerce and Consumer Affairs to conduct an analysis of the scopes of practice for Advanced Practice Registered Nurses (APRNs) and Physician Assistants (PAs), who are healthcare professionals crucial for addressing physician shortages and improving healthcare access, particularly in rural areas. The analysis will determine if their roles should be expanded in specific medical areas, including school-based health services, HIV care for minors, abortion care, prescription of controlled substances, certain laboratory tests (Clinical Laboratory Improvement Amendments waived tests), and medical aid in dying. The Department is also encouraged to compare Hawaii's practices to those in other states and is required to submit a report with its findings and any legislative proposals to the Legislature by a specific date before the 2023 session.
