This Concurrent Resolution urges the Department of Health to prioritize testing and research for fecal indicator bacteria (FIB), which are indicators of contamination from human or animal waste, and other pollutants in the beach sand at Pokai Bay, a popular recreational area on Oahu's Leeward Coast known for its calm waters but also affected by various pollution sources. The resolution also requests the Department of Health to make this testing a priority within its non-point source pollution program, develop a plan to improve water circulation at Pokai Bay to mitigate pollution risks, and report its findings and proposals to the Legislature. Furthermore, based on the Department of Health's findings regarding sand contamination, the City and County of Honolulu Department of Parks and Recreation is asked to prioritize renovations of the restroom facilities at Pokai Bay, as these facilities are suspected of contributing to the pollution.
