This Concurrent Resolution requests the establishment of a Creative Resurgence Task Force to foster creativity and innovation through the arts, culture, and humanities, acknowledging the significant negative impact of the coronavirus pandemic on the creative economy and arts education. The task force is charged with examining ways to protect and support creative and cultural nonprofits, improve tax policies to encourage charitable giving to the arts, identify policies that help the creative economy thrive, and enhance access to arts and humanities through education and workforce development. It will be composed of representatives from various University of Hawaii campuses, state government departments, prominent arts and cultural organizations across the islands, and legislative members, with the ability to invite additional participants. The task force will elect its own leadership and is required to submit a report with findings and recommendations, including potential legislation, to the Legislature by early 2022, and will be dissolved by June 30, 2022.
