This Concurrent Resolution urges the City and County of Honolulu to more actively enforce existing laws that prohibit trespassing, which is the act of entering or remaining on someone else's property without permission. The resolution acknowledges that these laws protect property rights and ensure safety, and that inadequate enforcement can harm communities, as evidenced by concerns raised by the North Shore Neighborhood Board No. 27, including reports of armed trespassers. While emphasizing the need for stronger enforcement, the resolution also clarifies that it does not intend to interfere with Native Hawaiian rights for beach access and cultural practices. To address these issues, the Honolulu Police Department and the Department of the Prosecuting Attorney are requested to collaborate on a public outreach campaign, including town hall meetings, to understand residents' concerns and obstacles to enforcement. They are also asked to expand police patrols, increase community collaboration, establish a dedicated tip line for reporting trespass incidents, develop strategies to apprehend and prosecute offenders, particularly repeat offenders, and ensure that enforcement actions do not negatively impact Native Hawaiian rights. Finally, these departments are to report their activities and any proposed legislative changes to the State Legislature by a specific date.
