This bill aims to amend the Immigration and Nationality Act to waive certain naturalization requirements for United States nationals. Specifically, it would allow U.S. nationals who have continuously resided in any state or outlying possession of the U.S. from birth to be naturalized without having to meet the residency and physical presence requirements, as well as the English language and civics test requirements. The bill also provides for applications, interviews, and other naturalization proceedings to be available in outlying U.S. possessions for certain applicants. Additionally, the Secretary of Homeland Security is granted discretion to waive in-person interviews and impose reduced fees for naturalization applications under this provision.
