This bill amends existing law to revise provisions regarding voter identification. It makes the following key changes: 1. Expands the types of acceptable identification for voter registration and voting at the polls to include current tribal IDs, student IDs, and concealed carry licenses, in addition to driver's licenses and passports. 2. Allows voters who cannot provide the required identification to complete an affidavit in lieu of identification, but requires the Secretary of State to randomly audit these affidavits and refer any evidence of voter fraud for prosecution. 3. Repeals the previous version of the affidavit process and replaces it with a new process that requires the voter to have their photograph taken at the polls to be attached to the affidavit. 4. Provides that Sections 1-5 and 8 will take effect on July 1, 2021, while Sections 6-7 (the new affidavit process) will take effect on January 1, 2024.
