This bill: Provides a $7 billion program to reduce the amount of or avoid the need to obtain federal advances to the Unemployment Insurance Trust Fund and repay prior federal advances, as well as to fund any related reserve accounts, costs of issuance, and administrative expenses. It establishes a temporary excise tax on employers based on their unemployment insurance contribution rates to help repay the federal advances and interest. The bill also makes changes to the Extended Benefits program, extends temporary provisions related to the COVID-19 pandemic, and creates a COVID-19 Emergency Paid Sick Leave program reimbursed by the state. Additionally, it includes tax relief provisions related to unemployment compensation and establishes a commission to study the long-term solvency of the Unemployment Trust Fund.
