This bill: 1. Allows labor organizations to access certain personnel data, such as home addresses, phone numbers, email addresses, and negotiation unit information, from public employers to conduct elections, notify employees of fair share fee assessments, and implement labor relations provisions. 2. Grants public employees the right to authorize deductions from their salaries or wages for the payment of dues or services to any employee organization, and requires public employers to administer these deductions per the employees' original authorization. 3. Provides liability protections for public employers and labor organizations related to the collection of agency or fair share fees prior to the Supreme Court's Janus decision in 2018. 4. Requires public employers to provide exclusive representative employee organizations with access to bargaining unit members, including the right to meet with newly hired employees and use the employer's email system to communicate. 5. Requires public employers to regularly provide exclusive representative employee organizations with contact information for all bargaining unit employees. 6. Allows arbitrators in labor disputes to issue subpoenas, order depositions, and impose discovery, as well as issue protective orders for certain confidential information.
