This bill, the "Tech to Save Moms Act", aims to support the use of technology in maternal health care. Specifically, it would: 1) Amend the Social Security Act to allow state Medicaid programs to cover the adoption and use of telehealth tools for screening, monitoring, and managing common health complications during pregnancy and up to one year postpartum. 2) Establish a grant program under the Public Health Service Act to evaluate, develop, and expand the use of technology-enabled collaborative learning and capacity building models to improve maternal health outcomes in areas with healthcare provider shortages, high maternal mortality/morbidity rates, racial/ethnic disparities, and for medically underserved populations. 3) Create a separate grant program to promote equity in maternal health outcomes by increasing access to digital tools related to maternal healthcare, including provider-facing technologies like early warning systems and clinical decision support. 4) Require a study by the National Academies on the use of innovative technology and patient monitoring devices in maternity care, including their impact on racial/ethnic biases.
