This bill, the Recycling Enhancements to Collection and Yield through Consumer Learning and Education Act of 2021 (RECYCLE Act of 2021), would require the Environmental Protection Agency (EPA) Administrator to establish a consumer recycling education and outreach grant program. The program would provide grants to eligible entities, such as states, local governments, and nonprofits, to improve the effectiveness of residential and community recycling programs through public education and outreach. The bill also requires the EPA to develop a model recycling program toolkit and provide assistance to the educational community to promote recycling principles and best practices in public school curricula. Additionally, the bill amends the Solid Waste Disposal Act to require the EPA to review and, if appropriate, revise guidelines for federal procurement of recycled products at least once every 5 years, and consult with procuring agencies on their responsibilities under the act. The bill authorizes $15 million annually for fiscal years 2022 through 2026, with at least 10% allocated to low-income communities.
