Bill Summary
AN ACT to amend the social services law, in relation to fiscal intermediary services under the consumer directed personal assistance program
AI Summary
This bill amends the Social Services Law to extend certain contracts for providing fiscal intermediary services under the Consumer Directed Personal Assistance Program (CDPAP). Specifically, it allows fiscal intermediaries that provided services during the COVID-19 emergency to continue providing services under their existing terms until April 1, 2022. The bill also requires the Commissioner to issue a new request for applications for CDPAP fiscal intermediary contracts and establish a process to score applicants incrementally based on specified criteria, including geographic distribution, cultural and language competencies, and compliance with labor laws. This is intended to ensure there are sufficient fiscal intermediaries to serve CDPAP participants, especially in rural and underserved areas.
