This bill establishes the North Carolina Broadband Assistance Program to ensure the affordability of broadband service for low-income families. The program provides free broadband service to families with annual household income at or below 100% of the federal poverty level, and a monthly credit of at least $15 for families with income above 100% but no greater than 135% of the federal poverty level who qualify for certain assistance programs. The Department of Commerce will administer the program, coordinate with county social services to determine eligibility, and submit quarterly reports to the legislature. The bill appropriates $250 million in non-recurring funds for the 2021-2022 fiscal year to fund the program, which takes effect on July 1, 2021.
