This bill adds a new section to existing Idaho law to establish provisions for post-election audits of selected ballots. The key provisions include: - The Secretary of State may order a post-election audit of certain paper ballots within 2 days of the completion of county canvasses for any primary or general election, including presidential primaries. The audits can cover federal elections, the gubernatorial election, the statewide race or ballot question with the narrowest margin, and up to one legislative race per county. - The number of precincts selected for audit cannot exceed 5% of participating precincts or one precinct, whichever is greater. The audits will be open to the media and allow for observation by interested candidates and political parties. - The Secretary of State will determine the audit procedures in consultation with county clerks, and report the results publicly and to the county clerks. - The Secretary of State can order additional audits if warranted by the findings of the initial audits, and will include the estimated costs of the audits in the election budget request to reimburse county clerks.
