This bill amends the Massachusetts General Laws to allow the state treasurer to adopt annual budgets and supplemental budgets for the state's deferred compensation program, including salaries for treasury employees working on the program. It also authorizes the state treasurer to establish an automatic enrollment feature within the deferred compensation program, which would apply to new state employees hired on or after June 1, 2022, as well as new employees of any "governmental body" that elects to implement the automatic enrollment feature. The automatic enrollment feature would not require advance employee authorization and would include provisions such as a maximum deferral percentage, automatic annual deferral increases, and a 90-day window for employees to discontinue participation and receive a refund.
