This bill amends Chapter 254 of the General Laws to modify the requirements for dissolving liens under sections 2 and 4. Specifically, it allows liens to be dissolved if the contractor, subcontractor, or someone claiming under them files a statement with the registry of deeds within the earliest of: 90 days after a notice of substantial completion, 120 days after a notice of termination, or 120 days after the last day labor or materials were provided. For buildings with 1-4 dwelling units, a lien can also be dissolved if the homeowner files an affidavit stating they are unaware of any outstanding debt, up to 5 years after the filing of the notice of contract. The bill also clarifies that liens under section 1 can be dissolved by filing a similar statement within 90 days.
